MUKONO: Minister Kibule must face trial – FDC

The Forum for Democratic Change (FDC) has asked the police and Cabinet to continue with the criminal investigations in a case in which the State Minister for Water, Mr Ronald Kibuule, is accused of assaulting a female guard at Stanbic Bank branch in Mukono District.
Mr Harold Kaija, the deputy secretary general of (FDC), said police halting criminal investigations after the negotiations between Mr Kibuule and Ms Hellen Obuku, a guard, would exacerbate impunity in the country.

“What he (Mr Kibuule) did is criminal and he must be punished. …Mr Kibuule, we are coming for you, we have the best human rights lawyers and we will make sure you face justice,” Mr Kaija said.

Parties from Mr Kibuule and Ms Obuku held talks and agreed not to pursue the cases being investigated by the police. Police are investigating libel against Ms Obuku and threatening violence against Mr Kibuule.

Last week, Mukono District police commander, Mr Fred Ahimbisibwe, said they were aware of the negotiations and it was fine on their side.
Mr Kaija said if police follow all the procedures, Mr Kibuule’s impunity will be broken.

According to Uganda law, the State prosecutes criminal cases and victims are just witnesses. The State can continue with the case even when the victims have withdrawn their interest.
