UHRC boss Meddie Kaggwa dead after addressing Police Council

The chairperson of the Uganda Human Rights Commission, Med Kaggwa, is dead after collapsing in his car on his way to work this morning.

The incident is said to have happened near Mulago. According to an eye-witness, the car had to be broken into to remove him.

Yesterday Kaggwa made a presentation before the Police Council on the status and observance o human rights. He was rushed to Case Hospital where doctors tried to save his life but to no avail. His wife, we are told, has rushed to the hospital.

Kaggwa was a very jolly fellow who liked cracking jokes.

Like the late Prof Apolo Nsibambi who always insisted that reporters get his first name right (‘Apolo’ not ‘Apollo’) , Kaggwa, too, always made it clear that his first name was spelt as “Med” not “Meddie” as is the popular practice.

Until his death, Kaggwa, had served as chairperson of Uganda Human Rights Commission for more than eight years.

He was also Commissioner and Special Rapporteur on Prisons and Conditions of Detention of the African Commission on Human and Peoples’ Rights and a Commissioner of the OIC Independent Permanent Human Rights Commission.

He held a Master of Laws degree from National University of Ireland, a Diploma in Legal Practice from the Law Development Centre, Uganda and a Bachelor of Laws degree from Makerere University, Uganda.

He also served a Member of Parliament for Kawempe South, a member of the East African Legislative Assembly and a delegate in the Constituent Assembly that drafted the 1995 Constitution.

He was married with five children.
