KAMPALA: National Water and Sewerage Corporation (NWSC) and National Housing and Construction Company (NHCC) have signed a Memorandum of Understanding (MoU) to enable sustainable provision of water and sewerage services to and within NHCC housing estates.

The partnership between NWSC, whose Managing Director is Dr Eng Silver Mugisha, and NHCC, where Eng Keneth Kaijuka is the CEO, was informed by the realization of the important role organized housing can play in streamlining cities and doing away with traffic jam, crime and large or multiple slums that characterize Kampala and its neighboring districts.

The MoU will guide the partnership between these two corporations for the next 10 years during which NWSC and NHCC will work together to explore opportunities to deliver water and sewerage services in the existing and upcoming NHCC estates.

According to the memorandum of understanding which spells out the terms of the partnership, NHCC will always make available to NWSC land on which sewerage infrastructure shall be located. Furthermore, NHCC will share the project master plan, building plans and the intended general water and sewerage infrastructure layout with NWSC for purposes of guidance on propriety, approval and quality check prior to project implementation. NWSC will also supervise and undertake the design and construction of the internal water and sewerage services infrastructure within the housing estates to the connection point agreed upon by both parties.

Already, NHCC and NWSC have identified and visited a number of sites that will benefit from this partnership. These include: Luzira which is expected to house 2,500 units; Bukoto Mixed Use with 500 units; Naalya Pride with 2,500 units, Bukerere Satellite City with 30,000 units and Lubowa with 10,000 units.

Speaking during the signing ceremony, NWSC MD Dr Eng Mugisha noted that the corporation has been engaging with NHCC in many undertakings and the formalization of the partnerships was long overdue. Mugisha further said that despite many pandemic-induced complications, NWSC continues to focus on its ‘Water for All’ mantra and holds the end user in high regard.

“We pledge our continued support to NHCC and we hope to support all interventions as long as they grant our customers reliable water and sewerage services,” he said, further saluting Eng Mahmoud Lutaaya, the General Manager of Kampala Water, for initiating discussions that have culminated in the partnership.

For his part, NHCC CEO Eng Kaijuka said he was grateful to Mugisha’s NWSC for the continued support accorded to the National Housing and Construction Company, especially during the construction of various housing units.
