Ghosts: Panic as over 200 Police officers miss out on manpower audit

KAMPALA: More than 200 police officers operating in Kampala and its neighbouring areas have missed out on the manpower audit because their names are not on the police nominal roll.

The audit, which began from different Directorates and departments headquartered in Kampala and police stations in Kampala, Wakiso, Mukono, Mpigi and Entebbe, has now moved to different regions.

However, a reliable source in the Professional Standards Unit (PSU) which is conducting the man power audit, says about 232 police officers from Kampala and its neighborhood have been left out.

“These police officers have warrant cards. Some we know them as police officers but their names are not on the nominal rolls,” the source confirmed on condition of anonymity. The nominal roll is based on information gathered from different police stations and departments.

It is used to update the police manpower and personnel databases. Those conducting the manpower audit are capturing the personnel data of the officers including their portrait photos, finger prints and National Identification Number-NIN. Details of the officers whose names are missing on the nominal roll are being compiled in a different file.

These include interdicted officers and those facing criminal proceedings. Police spokesperson, Emilian kayima says once the audit is complete, the team will present its findings for appropriate action.

When contacted, three of the affected officers said they don’t understand why their names are missing on the nominal roll. The other officer was transferred to Bukedia but declined to go. After failing to trace his name on the nominal roll in Kampala, he dashed to Bukedia but didn’t find it either.

The team has advised the officers to present their case to the Police headquarters in Naguru for redress. According to Police records, there are 47,000 including recruits from the 2014 and 2015 intakes.

The statistics don’t reflect police officers who retired from the force, those who were dismissed and those who have died in the last four years. The manpower audit was ordered by the Inspector General of Police (IGP) Martin Okoth Ochola to establish the actual strength of the force and eliminate ghost officers
